Planning & Designing Public Health Communication Interventions (PUBH 6500)


Charlotte Lapsansky is a public health and health communication leader with over 20 years of experience leading research, strategy, and design for complex programs that apply behavioral and social science to improve health outcomes and strengthen systems in the U.S. and globally. Cross-cutting themes in her work include strategies that strengthen the agency of people and communities to influence the systems and decisions that affect their health, with an emphasis on gender-transformative programming, prevention of violence against women and girls, social norms change, community engagement, and addressing stigma. She has held leadership and technical roles with UN agencies, multilateral development organizations, international NGOs, and academic and policy institutions, overseeing multidisciplinary teams, multi-partner initiatives, and multi-country research and learning agendas. Her work integrates health communication and applied behavioral science with participatory approaches and co-design strategies that center people with lived experience, translating evidence into actionable guidance for policymakers, practitioners, and advocates.

In 2026, Charlotte served as the Course Director for the Penn Center for Public Health’s Public Health and Communications 2-day training Institute for public health professionals across Philadelphia.
